A state signing,
ratifying or acceding
to the
or
Convention may declare by which Annex or Annexes to the
Convention it considers itself bound (Article 15). Annex A
relates

The United Kingdom ratified the Convention on 25 March 1963 (text at Annex A). The Convention entered into force on 1 July 1962 in accordance with Article 16. Article 19 provides that at the time of signature or deposit of its instrument of ratification or accession or at any time thereafter, any state may declare by notification that the
Convention extends to all or any of the territories for whose international relations it is responsible. The United
Kingdom did not make such a declaration at the time of the United Kingdom's ratification of the Convention but it did make such a declaration in respect of Hong Kong on 14
December 1973 (text at Annex B). It declared, in accordance
with Article 19, that Annexes A, B and C would apply to Hong
Kong (Article 15) with effect from 14 March 1974.
