Our documents show that you have advised us on customs matters in the past. I hope that you will be able to help us on this.
2. In preparation for discussions in the IRO sub-group of the Joint Liaison Group, Hong Kong have been drafting papers on multilateral treaties to hand over to the Chinese.
3. I enclose copies of the draft papers on
Conventions, which Hong Kong are keen to use as models for future papers on treaties which do not create international organisations.
I would be grateful for your comments.
4. It would be helpful if either you or copy addressees could confirm that, in ratifying the two Conventions, tl UK has not made any reservations or declarations in respect ‹ Hong Kong. It would also be useful to know whether China reg. :ds itself as a party to either Convention and if so, whether it maintains any reservations.
5. I would be grateful for any comments or information you may have, if possible, by 22 February.
