The Government of the Federal Republic of Germany declares that the notification by the Ministry of Foreign Affairs of the German Demo- cratic Republic of 31 January 1974 concerning the application, as from 6 June 1958, of International Convention of 3 November 1923 re- lating to the Simplification of Custom Formali- ties cannot, either for the past or for the fu- ture by itself have the effect of establishing contractual relations between the Federal Re- public of Germany and the German Democratic Re- public.
