Dear Mrs Heard

(A) INTERNATIONAL CONVENTION TO FACILITATE THE IMPORTATION OF COMMERCIAL SAMPLES AND ADVERTISING MATERIAL, GENEVA 1952

(B) CUSTOMS CONVENTION ON THE TEMPORARY IMPORTATION FOR PRIVATE USE OF AIRCRAFT AND PLEASURE BOATS, GENEVA 1956

(C) CUSTOMS CONVENTION CONCERNING FACILITIES FOR THE IMPORTATION OF GOODS FOR DISPLAY OR USE AT EXHIBITIONS, FAIRS, MEETINGS OR SIMILAR EVENTS, BRUSSELS 1961

(D) CUSTOMS CONVENTION ON THE TEMPORARY IMPORTATION OF PROFESSIONAL EQUIPMENT, BRUSSELS 1961

1.

You kindly advised us on the Hong Kong Government's draft papers relating to Hong Kong's continued application of two Customs Conventions after 1997 (your letter of 23 February to Ms Hancock of this Department refers).

2.

At the recent Joint Liaison Group plenary meeting in London the Chinese agreed to consider Customs Conventions first among the multilateral treaties which Hong Kong wishes to continue to apply after 1997. They asked for working papers.

3.

Hong Kong have prepared four such papers (relating to the above four Conventions) in addition to the two on which we consulted you earlier. The texts are contained in Hong Kong telnos 2992-2995, copies of which I enclose.

4. I should be most grateful for any comments you may have on these draft papers, if possible by 19 October as Hong Kong are anxious to press ahead with the Chinese.

Yours sincerely
