Note: The Convention was drawn up by the Contracting Parties to the General Agreement on Tariffs and Trade at its seventh session, held at Geneva in November 1952. The proposal for the conclusion of such a convention had been referred to the Contracting Parties to the General Agreement on Tariffs and Trade by the Economic and Social Council of the United Nations in resolution 347 (XII)1 of 7 March 1951.
