exactly what the nature of Hong Kong's association would be, what its participation would entail, and whether it would seek to continue to participate after 1997. We should also ask Hong Kong for their own views on the question of

consulting the Chinese.

This is certainly a subject in which this Department would expect to be closely involved. I should be grateful to see any telegrams to Hong Kong in draft.
