HONG KONG: UK RATIFICATION OF THE ITU CONSTITUTION AND

CONVENTION, NICE 1989

1. You will recall that I asked you for advice on Hong Kong telno 3759 (attached), in which Hong Kong conclude that there is no requirement to consult the Chinese before ratifying the Nice Constitution and Convention on behalf of Hong Kong. I have asked Mr Bond in ESED to send you the papers you requested.

2. I understand that Rosalind Marsden discussed this with

Liz Bosher over the telephone this morning. David Edwards has now had a chance to look at this question and is of the opinion that we should after all consult the Chinese.

Hong Kong are therefore expecting that we will reply, disagreeing with the view expressed in telno 3759.
