Problem

To which of our dependent territories should we extend the

provisions of the prospective Open Skies Treaty?

Recommendation

2.

I recommend that:

(i)

our general aim should be to include as much British territory as possible, in order to maintain pressure on the Soviet Union to accept a similarly liberal interpretation of

the treaty regime;
