Under the principle of transparency, Hong Kong will have to notify countries and relevant international agencies of their phytosanitary requirements; and make available, by publication or on request, the reasons for specific phytosanitary measures, including pest risk assessment, the specifications for entry of plants and plant products. It is obvious that a strong scientific unit is both vital and is a minimal requirement for Hong Kong to observe the obligations under IPPC.

In view of the active development in the plant quarantine matters and the GATT proposed agreement on sanitary and phytosanitary measures, it is necessary for us to continue to participate actively in the FAO plant protection program so as to ensure that we can comply with our international obligations fully.
