Outer Space Act (1986) to Hong Kong

In Mr Ying's letter to you of 20 June 1989, he undertook to keep you informed of developments on the preparation of legislation to implement in Hong Kong the various international conventions covered by the UK Outer Space Act (1986).

We have concluded, for the reason given in the letter of 20 June, that it would be preferable introduce local legislation rather than extend the Act to Hong Kong by Order in Council. Drafting instructions have been issued and a draft Bill is now under preparation. As the launch of the satellite is due to take place in April 1990, the legislation will need be processed as quickly as possible.
