warrant include the power to

necessary, and may be exercised by the named person together with other persons.
23. A person to whom this
Ordinance applies shall
indemnify Hong Kong
Government and Her Majesty's
Government in the United
Kingdom against any claims brought against the Governments in respect of damage or loss arising out of activities carried on by him to which
this Ordinance applies.
