order that the provisions are capable of remaining in force
after 30 June 1997. Under an agreement reached in the
Sino-British Joint Liaison Group, we are obliged to consult
the Chinese side on the localisation of law exercise. In
view of this political consideration and the fact that local legislation will have to be introduced anyway, extension of
the UK Act by an Order in Council is not favoured.
Officer (International Law) and S (GD) have advised therefore
that it is preferable to amend the local legislation and/or
introduce new legislation, as appropriate, to regulate
telecommunications satellites operated by a Hong Kong
registered company. The objective of the legislative
amendments and/or additions are as follows :
(a) proper control of a telecommunication system on
board a space object registered in Hong Kong; and
(b) proper control of a space object registered in
Hong Kong.

It is proposed to amend Section 8 (1) of the
Telecommunication Ordinance (Cap. 106) to extend the scope of
the licensing requirement to include radio stations on "space objects", i.e. to amend Section 8 (1) along the lines of :
