Asia Satellite Telecommunications Company Limited

(AsiaSat), a company incorporated under Hong Kong law, has

submitted a proposal to launch and operate a geostationary

telecommunication satellite. The launch is due to take place

in April 1990.

There is no requirement under existing local

legislation for Asiaŝat to hold a licence to launch and

operate a telecommunications satellite. However, from the

regulatory point of view, it is necessary to have such a

requirement so that the satellite owner can be made subject

to certain obligations and regulations. This is because of

the following :

(a) The International Telecommunication Convention

applies to Hong Kong. It is necessary therefore

to ensure that the AsiaSat satellite complies with

the requirements of the Radio Regulations made
