OUTER SPACE ACT :
HONG KONG AND ASIASAT
As you know, upon reflection following the meeting with Mr Wong and in the light of legal advice, we considered that HMG's position could be most adequately protected by extending the Outer Space Act to Hong Kong under section 15(6) rather than 2(3).
Whichever method of extending the Act were adopted would require a submission to the March Privy Council meeting, as the launch will be in April, but I recognise that extension under 15(6) will require a greater administrative effort. understand Julia Darvell has already despatch copies of the amendments for the Guernsey Order which went to this month's Privy Council and the Jersey order which will also go to the March Privy Council - both being extensions under 15(6). I hope these are helpful. If there is any likelyhood that a FCO submission to the March Privy Council will not be possible please let me know immediately. Also, if there is any way we can further assist you or HKD please let me know.
