We are generally content with the draft and our only comment relates to Condition 8.1 (insurance). We would much prefer to delete references to 'in/after consultation with the Secretary of State' as they would not look very good presentationally with the Chinese. practico we would of course consult with
you and there appears to be no need to spell out the consultation requirement in the licence.

We suggested the inclusion of the words 'by the Governor' in Condition 5.1.2 because of its presentational advėzbace with the Chinese. However, if you consider the proposed additional words unacceptable, we would ne prepared to accept the Condition as it now standa.
We have informed AsiaSat about the two
pavebanding issues regarding the acceptance of liability by the PRC and the details of the Asiasat insurano:
Arrangements. Mr Seddon has agreed to aek Willis Faber & Dumas and Satellite Insurance Services to pass the detailed policy wording to you as soon as possible.
