GENERAL REQUIREMENTS

SCF Facilities

The Contractor shall provide a Satellite Control Facility (SCF) Equipment and Software which is complete in every essential detail to permit full control and monitoring of the ASIASAT space segment. All elements of the SCF shall be located in Hong Kong. The SCF tracking, telemetry and Command (TT&C) Earth Station shall nominally be located in the Stanley Area, and the Operations Control Center (OCC) shall nominally be located in the Wanchai area. The requirements specified in this document are the functional requirements of the SCF and are not intended to be detailed equipment specifications.

Reference in this document to "site acceptance" means completion of a mutually agreed upon test program at the SCF sites.

SCF_Functional Requirements

The SCF shall provide all Control and monitoring functions required for successful operation of one operational satellite throughout its' in-orbit life and shall have the software and baseband interconnection capabilities which permits expansion to include a second operational satellite and a remote, back up TT&C Earth Station.

There shall also be an additional input and output (>33DBW) port to interface with an AsiaSat provided 4.5 meter antenna system. The SCF shall be capable of maintaining one satellite within ± 0.050 in latitude and longitude of the assigned orbit position with minimum fuel usage.

These functional requirements are further defined, for each of the SCF subsystems, in Sections 3.0 through 8.0 of this Technical Specification.

Availability

The system shall have a design goal to provide 99.9% availability. Availability is to be averaged over one year (clear weather condition assumed) for a system in which at least one command uplink and one PCM downlink is operational for the satellite.

The availability

calculation shall be presented at the CDR.

Design Life

The equipment provided for satellite control functions shall have a design life of fifteen (15) years, taking into account the environment encountered at Stanley, Hong Kong. The selection of computer equipment shall be based on the manufacturer's continuing support of equipment
