I telephoned you earlier this afternoon to discuss Mr Cannon's minute of 5 January, in which he asked if NTD had records of any multilateral treaties applicable to Hong Kong to which the UK became a party exclusively for Hong Kong.

2. Apart from various GATT agreements which the UK appear to have accepted in respect of Hong Kong, and which Hong Kong have later accepted in their own right (copies of computer print-outs attached), we have been unable to turn up details of any other multilateral agreements from the records readily available to us.

3. Do the Hong Kong authorities have any details which might help? I would be happy to check our records once again should any specific agreement or dates come to light.
