Brian Wrobel came to see me on 11 April to discuss his plans to resume his contacts with the legal establishment in China and his hopes to act as an intermediary between Hong Kong and China over matters of mutual interest such as the training of government servants. I attach for copy addressees a copy of his letter to me of 9 April in which he details his plans.

2. For the moment lack of money will prevent him from going and he will not therefore be attending the Conference in Peking in April he had originally intended. I told him that there was no prospect of funding from the ABS budget. however be able to get funding for a visit to Australia which would make a side trip to China less expensive. I passed on the concern of others in the office that he might be taking on too much and diverting his energies. He did not accept this and stated that he was completely firm in his commitment to go ahead with his China project.

He now plans to get in touch with HKD to explore what Hong Kong might find valuable in legal exchanges with China.
