1. People in Hongkong must get supremely fed up with visitors from Britain asking for help on their self- important itineraries, but I hope that it is not too much of an imposition to ask if you have room for one more. Please excuse this coming in the form of a single memorandum, but I have no secretarial help and thought it better to get it on the machine quickly.

2. I hope to travel to Hongkong and China again shortly. The purpose of my trip to Beijing will be to discuss legal questions and also the relationship of law to the process of administration. At present, I hold a position with the Royal Institute of Public Administration. The Institute was founded in 1922, and is a non-political body whose objectives are to advance the study of public administration and to promote the exchange of information and ideas. From the early 1950's, the Institute has come into increasing contact with overseas countries and has provided a variety of services to governments and to international agencies, particularly in the assessment of training needs for government departments and the establishment of National Institutes of Public Administration. I am interested to know if its experience might be relevant to some in Hongkong and China over the next few years.

3. I saw in the Beijing Review of 14-20 May 1990 that at the recent Beijing Conference on Law for World Peace and Development, the subject of Human Rights was on the agenda. Do any of you know how in general that conference went, and
