In S of S's letters of 7/9/89 and 6/12/89 we pointed out the discrepancy between the provision and JD 165, which provides that "Entry into HK SAR of persons from other parts of China shall continue to be regulated in accordance with the present practice." Probably as a result, the latest provision contains an additional sentence, which reads as follows
