NCNA: LIU WEI
1.
The Great-Britain China Centre (GBCC) has been in touch with me about Liu Wei, of NCNA Hong Kong, who is to come to the UK to study in the coming academic year. Neither I, nor Pam Major, have heard of Liu but he apparently describes himself as a Personal Secretary to one of the Deputy Directors. It seems he was involved in the Basic Law work and has been accepted by SOAS to do research (at his own expense) on the relationship between Hong Kong law and the laws of the PRC. He has approached the GBCC Education Trust for financial help with his studies. GBCC have asked whether there might be any HMG money to help.
2. We have told the GBCC that we are happy to see Liu studying at SOAS; if the research project goes ahead there may indeed be some benefit in our keeping in touch with him at this end. But we do not think it would be right to offer any sort of HMG financial help given his position (and the simple fact that there is no obvious pot of scholarship money to which we could look). We would, however, have no objection to the GBCC treating his application on its merits in the normal way.
If this does go ahead, nearer the time you might like to suggest to Liu that he should contact HKD here.
