At lunch on 26 July Ke Zaishuo gave us some details of

the body he is now an Adviser to, the Hong Kong and Macau

Research Institute. This comes under the Hong Kong and Macau

Affairs Office of the State Council. The Head of the Institute

is Luo Jiahuan (the junior member of the Chinese delegation

which negotiated the Joint Declaration). There are 50-60 people working in the Institute. Qiao Zonghuai told me that while it had existed prior to the finalisation of the Basic Law, it had then only dealt with Chinese mainland economic

organisations in Hong Kong. Now it dealt with research on all

Hong Kong matters political, economic, legal.
