Thank you for your letter of 28 September, commenting on the draft telegram enclosed with my letter of 14 September. have also received comments from Dave Fish (his minute of 5 October) for which many thanks.
In the light of this correspondence and subsequent telephone conversations, I have drafted a new draft telegram, a copy of which I enclose. I should be grateful for comments in the form of amendments, if any, to the text, as soon as possible. As you will appreciate, I am anxious to let the Governor (and our posts in Peking and Hong Kong) know where matters stand.

We agreed on the telephone that it might be helpful if we were to meet soon to discuss the way forward. My PA will be in touch with you and Dave Fish early in the week beginning 22 October.
