PRIORITY

1. I owe you and others an account of where, at an interdepartmental level in Whitehall, matters now stand on this subject. As you know, since our last exchange of telegrams, we have held a series of detailed discussions with the ODA and the Treasury, and had a useful session with you at the end of your annual leave in August. As a result of these discussions, we have refined our thinking further. In the meantime, the particular concerns of HMOCS officers, both those serving in Hong Kong and those who have retired, have moved into sharper focus.
