1. In view of his meeting tomorrow with the Chief
Secretary, Sir David Ford, Lord Caithness might appreciate a brief note on where things stand on HMOCS matters, which Sir David Ford is likely to raise.
2.
There are essentially two separate, but related issues affecting HMOCS officers in Hong Kong:
(a) Compensation arrangements (payable from 1997 to compensate HMOCS officers for the loss of HMOCS status on the transfer of sovereignty); and
(b) Sterling safeguards to protect the pensions of HMOCS officers (both now and after 1997) from the effects of currency fluctuations (and in the worst case a collapse of the Hong Kong Dollar).

I chaired a meeting last week with the Treasury and a senior representative of the Hong Kong Government with the aim of establishing common ground on the way forward. meeting reached the following broad conclusions:

(a) The questions of compensation and sterling safeguards should be considered as part of a package of measures designed to persuade HMOCS members to remain in
