BRIEFING FOR THE CHINESE
MEMORANDUM FOR EXECUTIVE COUNCIL
THE PROBLEM
At the Executive Council meetings on 8 and 15 May 1990, during discussion on memoranda XCC (90) 61, XCC (90) 66 and XCC (90) 67, Members were briefed on the present position regarding civil service pension issues. A number of proposed changes to the existing arrangements were approved, and it was agreed that these would need to be discussed with the Chinese. However, at that time it was felt that the climate was not conducive to such discussion and we were directed to refer the matter back to the Council before an approach was made to the Chinese. We believe that we should now take action with the Chinese on the various pension proposals in the context of a briefing which they have requested.
RECOMMENDATION AND ADVICE SOUGHT

It is recommended that the Chinese should be briefed in November 1990 on the civil service pension issues referred to in paragraph 4 along the lines of the speaking note at the Annex.
