(B) THE CHINESE WILL WISH TO BE ASSURED THAT NO ARRANGEMENTS ARE

MADE BETWEEN NOW AND 1997 WHICH MAY ADVERSELY AFFECT THE STABILITY

OF THE CHIL SERVICE BEFORE AND AFTER THAT DATE OR WHICH MAY AFFECT

THE SMOOTH TRANSITION OF GOVERNMENT MN 1997. AGAINST THIS BACKGROUND

THE 40EA OF A GENERAL COMPENSATION SCHEME WHICH COULD LEAD TO AN

EXODUS OF OVERSEAS OFFICERS WILL BE A DIFFICULT ONE FOR THEM TO

UNDERSTAND.

(C) THE PUBLIC SERVICE IS A UNIEWED ONE AND ANY LOCAL ARRANGEMENTS

WHRICH FAVOURED ONE CLASS OF PUBLIC SERVANT OVER ANOTHER WOULD BE

DISCRIMINATORY AND VERY DIMISHWE. THERE IS ALREADY A STRONG FEELANG

AMONG SOME LOCAL OFFICERS THAT THEY SHOULD BE ALLOWED TO RETHRE

VOLUNTARILY WITH COMPENSATHON BEFORE 1997. THE #NTRODUCTION OF A

GENERAL COMPENSATION SCHEME UNDER WHICH ONLY OVERSEAS OFFICERS COULD

RETIRE WITH COMPENSATION COULD CAUSE SERIOUS PROBLEMS, PARTICULARLY

WITHIN THE POLICE FORCE.

(D) NIT WOULD NOT BE IN THE INTERESTS OF THE COMMUNITY AT LARGE FOR

THE HONG KONG GOVERNMENT TO ALLOW A PARTÍCULAR CLASS OF PUBLAC

SERVANT TO RETIRE VOLUNTARILY AND LEAVE HONG KONG WITH COMPENSATION

WHEN THEIR SERVICES WERE STILL NEEDED. IT COULD UNDERMINE THE

CONFIDENCE OF LOCAL RESIDENTS, AS WELL AS POTENTIAL INVESTORS, MIN

HONG KONG'S CONTINUED STABILITY.

4. THERE ARE OF COURSE OPTIONS TO A GENERAL COMPENSATION SCHEME N

HITS TRADITIONAL FORM. ONE MS NOT TO HAVE SUCH A SCHEME FOR HONG

KONG ON THE GROUNDS THAT THE FUTURE EMPLOYMENT OF MEMBERS OF HMOCS

*RS GUARANTEED BY THE JOHNT DECLARATHON. HOWEVER THIS OPTHON WOULD

ADVERSELY AFFECT THE MORALE OF MEMBERS OF HMOCS AND WOULD DO NOTHING

TO RETAIN THE SERVICES OF CONTRACT POLICE OFFICERS IN THE RUN UP TO

1997. # APPRECIATE, ALSO, THAT ЯT COULD CAUSE DIFFICULTIES FOR YOU.

A SECOND OPTHON WOULD BE TO DEWISE A RADICALLY DIFFERENT SCHEME

FROM THOSE IN THE PAST. SUCH A SCHEME COULD PROVIDE MHAUMAL COMPENSATHON FOR THE LOSS OF THE SECRETARY OF STATE'S PROTECTION

AND NORMAL LEVELS OF COMPENSATION FOR THOSE WHO CONTINUED TO SERVE

BEYOND 1997. THIS SHOULD ENCOURAGE OVERSEAS OFFICERS TO STAY BUT

WOULD BE DHIWISAVE WITHIN THE SERWICE. THE DECISION TO PURSUE ETHER OT THESE OPTIONS WOULD, OF COURSE, HAVE TO BE SEEN AS A DECKSHION

BY HMG AND NOT BY THE HONG KONG GOVERNMENT.

5. IN THE LIGHT OF THE FOREGOING ℗ PROPOSE TO CONSULT EXECUTIVE

COUNCIL ON THIS #SSUE. IN DOING SO I WILL RECOMMEND :-

(A) THAT YOU BE ASKED TO ADVISE WHETHER IT S UNTENDED THAT THERE SHOULD BE A GENERAL COMPENSATION SCHEME FOR MEMBERS OF HMOCS #N HONG KONG ## ORDER THAT STAFF, MN PARTICULAR OFFICERS IN THE POLICE FORCE, MAY BE INFORMED ACCORDINGLY:
