I would be grateful if you would consider whether the role of ODA and its officials in relation to the Hong Kong pensions issue has been defined sufficiently clearly. My view is that the role we are playing should be specified in writing and I was a little surprised to learn from Mr Fish this morning that this is not at present the case.

2. This is not to say that I have a concern that we are diverging from the role we probably ought to be playing which, as I understand it, is essentially as advisers to the Hong Kong Department in the Diplomatic Wing on

identifying the pensions policy issues which need to be addressed and decided on by themselves, British Ministers and those responsible in Hong Kong;

technical issues related to pension policy, entitlements and payments systems.

However, given the nature and magnitude of the issues being considered I believe it must be right to have the nature of ODA ́s role set out in writing.
