COMPENSATION ARRANGEMENTS FOR HMOCS MEMBERS: COSTS

1.

Since our meeting with the Treasury, I have been thinking about the costs of the scheme and should like to seek some clarification from you on how you have worked these out.

2. A point I had not fully considered previously is that by 1997 the rump of HMOCS members will largely be fairly senior in the Government. Currently there is a good spread through all the police and administrative ranks but because the potential for new HMOCS members was closed from March 1985, the overall level of rank of officers is bound to get higher as we approach 1997. Thus while presently there are probably as many inspectors and administrative officers as there are in the higher ranks in both these grades, by 1997 almost all of these will be senior superintendents/chief inspectors and administrative officers at the staff grade C level or above.

3. I do not know whether your calculations take this factor into account but if they do not, then it could well be that our costs need to be revised. Grateful for your comments.
