It must also be recognised that if circumstances ultimately lead concede that there has been "loss of career", it might not be easy to restrict a traditional scheme to HMOCS officers. The White Paper provides for similar treatment to be afforded to "locals" where appropriate; and we are much more vulnerable in this respect in Hong Kong than we have been elsewhere.

I am sure you are aware that the Police Superintendents' Association have already raised this spectre.

6. Clearly there are still a number of points to discuss before this issue can be put to Ministers. This would best be done round a table with the Treasury. My Under Secretary, John Kerby, has already said that he would wish to attend such a meeting.
