I have the following comments on your minute of 7 September:-
(a) The draft reply. I wonder if we need concede "to be
inequitable". The whole SPOS scheme is beneficial though the way in which it works may be more beneficial to some than to others. Would not the second sentence of the second paragraph be more appropriately drafted as: "I know that some question the way that SPOS works, but I believe that the majority regard the arrangements as satisfactory".
(b)
The submission. I have the following comments:-

Paragraph 3, lines 3 and 4: I think it would be more helpful if supplementary, pension, overseas and service had capital letters.
Paragraph 4, last three sentences: In order to illustrate the fluctuations, would it not be desirable to add to the second sentence the most favourable exchange rate.
Paragraph 6: You might consider an easier introduction to this subject as follows:-
"6. The question of SPOS is also a complicated issue. SPOS is a statutory scheme whereby the British Government makes supplementary payments to persons in receipt of colonial and other overseas pensions. The amount of the supplement is directly related to the increases payable to persons in receipt of British public service pensions (that is they are indexed linked), but in determining the amount actually payable in respect of an overseas pension, any increase awarded by the overseas government on the original pension is first deducted and the British Government pays
