You will have seen Mr Fifoot's comments and those of Hong Kong on this question. I think the draft reply proposed in para 4 of Hong Kong telno 3202 will hold the line for a while. but clearly we shall need to give further thought to this issue in general.

Keith Shipley, the originator of Hong Kong telno 3202, will coincidentally be in the FCO for discussions, on HMOCS matters, next week on (at least) 14, 15 and 16 November see attached programme. If you wish, I shall be happy to arrange a meeting where we could discuss these matters with him: you could then delay replying to Mr McIntyre until after the meeting.

I am copying this correspondence to Mr Fish at the ODA in view of the reference to the ODA in para 3 of Hong Kong telno 3202.
