Problem
A 1. Mr Bottomley MP has written enclosing a letter from a
Mr W McIntyre following up previous correspondence with
Mr Maude. How should we reply?

I recommend that Lord Caithness should send a short
reply on standard lines which does not attempt to answer the
rhetorical questions raised.
Background
3.
Mr McIntyre has, through Mr Bottomley, maintained a correspondence with us on key matters of concern to members
of Her Majesty's Overseas Civil Services (HMOCS). On
4 April 1990 Mr Maude gave a full reply to his previous
letter of 19 December 1989.

In his current letter Mr McIntyre is primarily concerned
with ensuring that we are fully aware of the very difficult
