Customs & Excise Service, Bosco Lee.

The officers of our Service are highly concerned about their eligibility in obtaining Her Majesty's grant for full British citizenship. We wish to have favourable terms in your Scheme in bestowing our officers' concern.
3.
Secondly, the officers of our Service also concern about the Pension Scheme in these transitional years before the resume of the exercise of sovereignty over Hong Kong in 1997 by the Chinese Government. We wish to see a clearer Pension policy and wish it would be a favourable one especially for those officers who could not reach their normal retirement age before 1997.

We strongly believe that Your Excellency already have had good plans which can motivate civil servants, in particular the disciplined officers, to perform their duties promptly under such turbulent environment. As we all see that low morale, particularly in disciplined services, would surely temper stable administration of Hong Kong Government transition.
