Dear Gray,

Thank you for your letter of 11 January to Lynda Chalker enclosing one from your constituent Mrs Diana Ladas of 154 Peckham Rye, London, asking who will be responsible for the payment of the pensions of Hong Kong public servants after 1997.

The Sino-British Joint Declaration on the question of Hong Kong is very clear on this matter. It states that:

"The Hong Kong Special Administrative Region shall pay to such persons who retire or complete their contracts, as well as those who have retired before 1 July 1997, or to their dependants, all pensions, gratuities, allowances and benefits due to them on terms no less favourable than before, and irrespective of their nationality or place of residence."

The Joint Declaration also states that the Hong Kong dollar will continue to circulate and remain freely convertible.

I think these points answer the factual questions asked by Mrs Ladas. But she is also interested in knowing how this theory will be put into practice.

As Douglas Hurd said during his recent visit to Hong Kong, the Joint Declaration is the best framework for ensuring Hong Kong's future stability and prosperity. The task is now to turn the Joint Declaration into reality. This means conducting a tenacious and
