Transfer to Permanent and Pensionable Establishment.

I refer to my meno dated 27th May 1985 regarding transfer to the Fermanent and Fensionable Establishment (F.& F.E).

I have received a memo from the Commissioner of Felice (copy attached) advising that approval for such a transfer has been granted subject to medical fitness. However, I am rather concerned at the implications of paragraph two of this memo,namely :

...the effective date of your transfer cannot, in accordance with established practice, be earlier than the date you are found medically fit...."

Does this in any way affect or conflict with the condition contained in my application to transfer namely that I will not be regarded categorised or remunerated differently or less favourably by the Eong Kong or United Kingdon governments than had I joined the F.& F. E. on 22nd March 1978?

As stated in my earlier meno I am very concerned that my position as a member of the F. & P.E. who transferred from agreement texas

after the signing of the Sine-Eritish Jeint Declaration on 26th September 1984 will be different to those who were already.. serving members of the P. & P.E. prior to the signing. In view of this I would appreciate it if you would furnish me with unequiveeal legally-binding written guarantees that I will not be regarded, categorised or remunerated any differently or less favourably than those who were already serving on the P. & P.E. before 26th September - 1984, by

(a) the Government of the British Crown Colony of Hong Kong;

(b) Her Majesty's Government;

(c) Her Majesty's Overseas Civil Service; er

Overseas Development Administration.

I fully appreciate that it may be necessary for you to approach the United Kingdom authorities for some of these written guarantees. In view of the heavy financial commitment that I am proposing I feel that this is an absolutely necessary prerequirement of my transfer from agreement terms to the P. & P.E.
