a further 3-year contract.

Mr Sullivan's application for a new contract

is supported on the following grounds.

ESPONDENCE

(1) The qualifications and experience required for

the regulation of the Insurance Industry by the Insurance Division of my Department, which Mr Sullivan has in plenty, are highly specialist and in very short supply in both the public and the private sectors.

(2)

The new contract would enable Mr Sullivan to undertake the management and direction of the Insurance Division during its transition into a Commission and also during the Commission's initial formative years.

I confirm that

there is no officer, local or

expatriate, within my Department who would be suitable

to replace Mr Sullivan as Insurance Officer (or Commissioner for Insurance) when he is due to leave the Government Service on 18th July 1990 under his present contract.
