The Public Service Commission has advised favourably on Mr Sullivan's promotion and the creation of the post of Commissioner for Insurance is being considered by Finance Committee and approval is expected shortly.

Against this background, I would be grateful if the approval of the Secretary of State for Foreign and Commonwealth Affairs could be obtained for the promotion of Mr D W K Sullivan, Insurance Officer to Commissioner for Insurance with effect from 1 April 1990, subject to the creation of the post.
