HONG KONG: REQUEST BY THE FOUR POLICE STAFF ASSOCIATIONS TO

MEET THE SECRETARY OF STATE OR MINISTER OF STATE

Problem

1.

The four Police Staff Associations have written to the

Secretary of State requesting a meeting with him or the Minister of State with special responsibility for Hong Kong. How should we reply?

Recommendation

2.

I recommend that it would not be appropriate for the

delegation to be received in London at Ministerial level. I

submit a draft reply from Lord Caithness which offers the delegation a meeting with me and promises a meeting with Lord Caithness in Hong Kong. The Hong Kong Government

agree.

Background

3.

For over a year now there has been mounting

dissatisfaction in the Police Force about their terms and

conditions of service. This dates back to a report, implemented in 1988, on the salaries and conditions of

service in the discipline services. Although this gave
