of 480 units for the Junior Police Officer cadre during the current financial year. In addition, Government has agreed that two major items in the building programme, comprising a total of 684 housing units at Tsing Yi and Fanling, will be brought forward. Again, these will be for Junior Police Officers. It should be mentioned that, for the more senior ranks Government policy is to encourage officers to buy their own quarters with financial assistance from the Government and, to this end, a new Civil Service housing benefits package has been implemented with effect from 1 October 1990.

(d) Steering Group on Job Satisfaction and

Motivation of Junior Police Officers

A steering group has recently been set up again under the chairmanship of Mr Lomas - to examine ways and means of improving the job satisfaction and motivation of junior Police officers following a Force-wide survey on this subject which commenced at the end of June of this year.

General Conclusions

13. The Force has been unsettled following the signing of the 1984 Joint Declaration, and the results of the Rennie Committee, coupled with a lack of answers or what are perceived to be unsatisfactory answers from the Hong Kong Government an issues arising from 1997, have adversely affected morale. The events of June 1989 in Beijing have not assisted with the general atmosphere and, whilst the Force is carrying out its duties well, although with gradually fewer men, underneath there is continuing anxiety and insecurity.
