operational officers will have to return to posts that were previously civilianised. Surrey Police Authority has accepted £15,000 from a private firm prepared to sponsor the redecoration of a station which the force could not afford."

That indeed is cold comfort, and if the financial situation is to remain at its new levels, then drastic measures will have to be implemented in the RHKPF. A force wide survey of posts will have to be undertaken and vigorously pursued. Orderlies, drivers, staticn officers, clerks, indeed all posts not requiring police physique and skills will have to be sacrificed in order properly to man the streets.

20. As may be seen from my programme, the RHKPF are no respecters of age and infirmity. One was able to visit most formations, depart- ments and regions and to meet, literally, hundreds of officers of all ranks. Outer islands and Vietnamese camps were visited; marine and border patrols undertaken. I attended the Beating of the Retreat ceremony and was priviliged to attend the Mess function in honour of HRH Princess Alexandra.

21. My overwhelming impression is of a highly motivated, professional and proud force maintaining its extremely high standards. However, there are fine cracks appearing in the edifice which will need remedial attention.

In opening I wrote of the recent changes in the senior command of the force, but these are not yet complete. The CP respected throughout the police service and elsewhere command smoothly and to good effect. He is assisted by fairly recent appointees to the post of Deputy CP George Hinghaugh and John Sheppard. They too have settled in well and the three officers seem to have a good personal and professional relationship. Time however moves on and in early 1991 George Hindhaugh retires in favour of Keith Lomas, but this in my view will lead to no weakening of the team. Other consequential moves, e.g. Richard Smallshaw, again reveal the depth of talent within the RHKPF.

23. Until 1997 becomes a reality and speculation and suspicion ends (hopefully) there will be a need for steady hands on the tiller. Confidence as between the Police, public and Govt. will be essential. Trust between the police and govt. must quickly be restored and harmonious relationships within the RHKPF must be the paramount objective for all ranks.
