1. I should like to commend to Lord Caithness the report which the Overseas Police Adviser has written following his recent visit to Hong Kong. The Secretary of State referred to the existence of this report at a recent office meeting.

The main message of the report is that:

(a) Morale is low, because of fears about 1997; discontent over pay and conditions (despite the recent award); and the near breakdown of the consultative

machinery.

(b) In spite of these problems, however, the Police Force remains a "highly motivated professional and proud force, maintaining extremely high standards". The localisation plans are proceeding on schedule and progress on the assumption of marine and border control duties is well in

hand.
