(d) Officers leaving service

OEA will cease to be payable on the day following the officer's last day of service. The officers may be required to make a prorata refund, in accordance with formulae laid down in the Civil Service Regulation, of any amount he has already received in excess of his entitlement. When an officer is invalided out of the service, CEA may be paid up to the end of the current term.

Leave

When an officer proceeds on :

(i)

(ii)

no-cay leave in excess of 30 days, he will cease to be eligible for OEA until he resumes duty;

full pay and half pay sick leave he may continue to Claim OEA;

(iii) vacation leave he may continue to claim OEA, but his

eligibility for the Day School Allowance will be subject to the conditions for that allowance. (See paragraph 5 below.)

(f) Rates of allowance

There are two forms of DEA: Boarding School Allowance and Day School Allowance (see details in paragraphs 4 and 5 below). The allowances will be at whatever rates are provided from time to time under the British

Supplementation Scheme (BSS). The Secretary for the Civil Service has discretion to set rates of allowances for countries where no up-to-date rates are available under the BSS. Details of current rates can be found in Annex 4.3 to Civil Service Regulations.

(g) Allowances will be paid locally in Hong Kong dollars.

Where the full fee is paid by banker's remittance, conversion will be made at the rate the fee is remitted. Where no banker's remittance advice is suomitted, conversion will be made at the mid-market rate on the date of the school receipt or in its absence the date on which the relevant OEA form was signed by the school.

(h) Country of origin

For overseas officers, OEA will only be paid in respect of children educated in approved schools in the officer's country of origin as declared and accepted for the purpose of leave and passages at the time of his appointment or transfer. For local officers, OEA may only be claimed by eligible officers whose children are educated in approved schools in the United Kingdom.
