Dear Prime Minister,

It would seem from your lack of response that you expect simply that time will heal and that you are content to allow the corrupt administration and the Hong Kong Police to be free to continue as before. Nothing is further from fact. As a former Y.C. Chairman I had anticipated better, but since disappointment is complete I will be pressing ahead with other means to bring the culprits to account not withstanding that Mr. Anning is now retired.

Recorded threats, supported by letters in the name of the Commissioner of Police will, I am certain, make interesting news.

I will in due course also be publicising the correspondence from the Foreign Office. This will include letters from Glenarthur, rather kindly referred to as a buffoon during his visit to Hong Kong, and will also detail the deception by the Foreign Office, and in particular certain statements made by Mr. Paul. In the process, Mr. Clinton Leeks is a young man who is going to learn that he is responsible for his actions and advice when he is in a position of responsibility.
