In conclusion, I would, on behalf of all Police officers, congratulate and wish you every success in your new post. Whilst the foregoing may seem somewhat akin to a 'shopping list', you have my assurance that the Police Force remains effective, loyal and well-motivated. This will continue, I am certain, until, as the Americans would put it, 'hell freezes over'.

Finally, I shou I'd like to emphasize that, whilst I am an expatriate officer, no personal bias attaches to this letter. I have simply endeavoured to reflect some of the concerns of the entire Force. My own background is, therefore, incidental.

therefore, incidental. In point of fact, I have every intention of finishing my career and retiring (in 2003) to Hong Kong.

Yours sincerely,

Bonand
