Please refer to John Champion's latter ref. HX 18/393/1 of 23rd July, 1974, and our telephone conver- sation on 5th August about the question of H.M.0.c.s.
Perhaps you would not mind explaining to John Champion, when he returns from leave, that Alan Scott is already in Europe and will not be able to see his letter of 23rd July until his return to Hong Kong so that it may be difficult for him to discuss the matter when he comes to the F.C.O. in September. In any case, I should explain that our discussion in July was related to the drafting of my own report of activities in the London Office, including the take-over of recruitment from the Crown Agents and that as I have not yet submitted my report, my own thinking or recommendations on the take-over, including the question of H.M.O.C.S., are not yet available either to Hong Kong or to Scott.
In the light of Champion's letter I will, in fact, be recommending to Hong Kong that we continue with our present arrangements for police recruitment and adopt the procedure in para 9 of Champion's letter for other
I am bound to say vacancies handled by the London Office. that I am sorry, both for the point of view of answering queries from candidates and also of saving correspondence that we could not simplify procedure further by way of the blanket approval of the S of S being given to the recruit- ment activities of this Office, but I recognise the diffi- culties which are involved.
