1. We had a meeting earlier this month with Teddy Kidd and White to discuss the problem of membership of ICCS when your London Office takes over professional and technical recruitment from the Crown Agents. I understand that the likely date for this change will be January 1975.

I attach a copy of Misc. 520 HMCCS Special Regulations by the secretary of State, which defines an officer's eligibility for membership of H.0CS as follows:

"If he is an expatriate .... who has subsequently been appointed to a pensionable office either on probation or as a confirmed officer, and was either

selected for appointment by or with the approval of the secretary of State, or recruited through the Crown gents, or otherwise recruited to a post for which a normal channel of recruitment is either the Colonial Office or the Crown Agents."
The main value of membership of HCS is that it qualifies an ex-member for "topping up" or pension at the age of 55 years under the UK Pensions (Increase) Act 1971. Faragraph 1 of Schedule 5 to the Act reads:
