5. Leigh concluded that he was fairly confident this scheme would work, but there could be no guarantees. If it looked like falling through, we would have to return to the charge, using not merely our own pressure on the Commission but other sources eg MEPS.

Given Andriessen's earlier stance, it is disappointing that we may have to rely on
to rely on this sort of stratagem to get the office opened next year. Christopher Roberts, to whom I am copying this latest read-out, may wish to go over the ground again in the Heysel margins with eg Krenzler or Andriessen himself. It would be helpful if we did not reveal too much of what Leigh told me today, but it would no doubt be worthwhile to underline our concern that Andriessen's public pledge should be implemented and - if necessary - seek additional guarantees that the office would, in some form or another, be established next year. Thereafter, we could look again at any further action.
