KOREA: ESTABLISHMENT OF A DEFENCE OFFICE IN HONG KONG

1. You asked for advice in your minute of 15 March on Captain Yoon's enquiry about the establishment of a Korean Defence Office in Hong Kong.

2. You will see from ther attached exchange of telegrams between the FCO and Hong Kong that neither are particularly keen on the idea and I agree. You should therefore reply saying:

We see practical and political difficulties with the Korean proposal.

b. Our view is that the Hong Kong authorities would be unlikely to favour the establishment of a Defence Office.

c. It is in any case not easy to see what the Koreans wold gain from this. The US position is different because they need to handle the very large numbers of US servicemen who pass through Hong Kong every year.

3. Hopefully they will take the hint.
