I have the honour to inform Your Excellency that,

by Decree No. 3778 of 29th November 1989, Mr. Robert Hung Yuen Chan has been appointed by the Government of Paraguay, Honorary Vice-Cónsul of Paraguay in Hong Kong.

I enclose herewith the Letter of Patent in order

to obtain the Exequatur from Her Majesty's Government to enable

Mr. Chan to act in that capacity.
